UOC – MANAGER’S REPORT 12/02/2009
ADMINISTRATION
There were 4 re-sales reported in Pelican Landing Phase I for the month of November and 1 re-sale in the Colony with 159 total sales and re-sales year to date versus 211 in 2008 and 190 in 2007.
There are 25 owners who have not paid the 2009 assessments as of 11/24/09. Included in this number, 2 properties owned by the mortgage holder and 2 owners are in bankruptcy.
As of 11/2 we have collected approximately $200,000 in 2010 assessment payments.
The CPA firm will be here on Dec 9th and 10th to start the audit process and will work with Nancy Sherren and me to review accounting records.
BEACH
Attendance for the month of November, as of the 29th, was 2,855 with 1,166 PL residents (40.84%) and 1,689 Hyatt guests (59.16%). Year to date attendance is 49,809 with 23,647 PL residents (47.48%) and 26,162 Hyatt guests (52.52%).
Beach Rangers have finished the repair work to the screens on the New Pavilion and they have also finished repairs to the bathroom toilets and sinks.
Painting of Old Pavilion: Beach Rangers have started painting the interior of Phase I Pavilion and they have also installed a new fiberglass door. An additional water cooler has been put in Phase II Pavilion. There are now two water stations.
Beach Rangers re-worked the Dune walkover, and removed all but 10 feet of what was a 125 ft dune walkover. Then they installed a single ramp to allow the staff to bring equipment to the beach during season whenever possible.
In an effort to keep beach quests out of the critically eroded and sandbagged area, the stairwell going to the small Picnic Pavilion was replaced, allowing access to the Phase I Old Pavilion's restrooms and shower facilities.
Tom Schemenauer had 4 painting contractors visit the Island to review the scope of work that needs to be completed, and for submission of quotes. Tom and I are in the process of reviewing their bids and will develop a timeline for implementing the funding approval process for the painting project.
Beach Rangers have begun power washing and cleaning all lounges and upright chairs for use during season. This process is done every six months in order to provide the best accommodations for beach goers, and to enhance their island experience. If you should ever have any issues with the chairs and/or lounges, please promptly bring the matter to one of the Ranger's attention so that they may correct the situation.
The Boat Operations Staff has completed painting the interior of the Landing Craft II. This includes the deck or floor, all seats and railings. The boat really looks great with the new paint and it is a big improvement. By the staff doing this work themselves, instead of contracting the work out, several thousand dollars was saved. Total cost was around $500 including labor by our own employees.
PRIVACY
1 Theft (resident left red wagon outside was mistaken for trash) 15 – False Alarms, 6 - Medical Emergencies, 2 – Accidents, 1 – Noise Complaints, 14 - Parking violations, and 20 - Misc.
There were 3 verbal warnings given for vehicle infractions and 55 open garage doors were called in.
Total number of Phase I bar codes was 88,836 and Phase II bar codes and clickers was 16,873.
The total number of issued guest passes was 26,380.
TENNIS
There were 697 court reservations in the month of November. This number included 2,276 residents, 34 renters and 322 guests.
December 3rd the Toys for Tots campaign will be held. Coffee and donuts will be provided by the tennis committee throughout the day.
On December 12th a Cardio Tennis Clinic will be given at no charge to participants.
The Ladies Holiday Round Robin will take place on December 17th and will be followed by lunch for a cost of $15 pp.
COMMUNITY CENTER
During the month of November; 50 attended Bingo; 165 enjoyed a fun night of Trivia; 26 residents attended dining with Martin; 60 residents enjoyed a wonderful boat ride to Big Hickory Grille and had a great lunch; and approximately 300 residents came to listen to Caluha and Cream at the Concert on the Lawn.
The Bocce Extravaganza was a success with 120 attending and Cocktails on the Patio was well attended, considering it was the night before Thanksgiving.
Several fitness machines broke down and we are waiting for parts; we are hoping all machines will be repaired within the next two weeks. The Aerobics room repairs are completed. There were approximately 4,000 people using the fitness center. Yoga and Body Sculpting classes were held in November.
Bocce court usage for November was 342 players. Almost all of the leagues have started for the season.
CANOE/KAYAK & PARK
Canoe usage for November, as of the 29th, was 83 with: 39 canoes, 81 kayaks, and 20 tandems - 199 people approx.
A Group paddle is scheduled for December 8th; First Time paddles are scheduled for December 2nd, 16th and 23rd and an Off Campus paddle is scheduled for December 17th.
Two single kayaks and one tandem were delivered to Hickory Bait & tackle. New racks have been built to make usage easier.
The Canoe/Kayak committee is researching the best solution to renovate the ramp. They have visited several sites to look at what options there are for a long term fix.
SAILING
Boat Usage: Sunfish – 90 trips this month vs. 80 last yr; Picnic Cat – 12 trips this month vs. 7 last yr; Sloop - 0 trips this month vs. 0 last yr; Total – 102 trips this month vs. 87 last yr. Total trips to date, 916 vs. 800 last year.
New Sailors: 8 this month vs. 7 last yr; Guests: 18 this month vs. 30 last yr; Qualified: 3 this month vs. 4 last yr with a total of 366 qualified sailors.
The Picnic Cat is running fine. The engine throttle on the sloop is not working properly and will be repaired. All sunfish are serviceable but two are taking on water. The leaks have not yet been located, but may be repairable when found. These two sunfish may need to be replaced soon.
The new racing season is well under way with four race dates completed. There have been 12 to 14 skippers taking part on an average Sunday. Races in December are scheduled for the 13th and 27th.
The Fall Flippers Regatta will take place on Wednesday December 9th. Skippers will race to Flippers across the bay where fans will meet the fleet for lunch. New skippers will man the boats on the way back. This is always a well attended event and every one is invited to drive to Flippers for lunch.
The "Stow Away To Havana" event was a huge success with over 135 enjoying the food, music and entertainment on the patio. The next event will be the Commodores Ball on Feb. 28th.
The sailing attendant is now at the sailing shed on Wednesdays, Friday, and Saturday afternoons for lessons, qualifying or family rides. Lessons are from 1 to 3 PM and from 3 to 5 PM by appointment. Please call the sailing attendant at 239-222-0265 to schedule an appointment.
Pelican Landing Community Association Policies & Procedures
Policy:
Pelican Landing Amenities Dual Usage
Purpose:
The purpose of this policy is to protect amenities from overuse by ensuring they are not used by homeowners during any period their unit is leased.
Procedures:
"Dual Use Rights for Owner and Tenant of Leased Property Prohibited. It is the Policy of Pelican Landing Community Association that whenever a unit in Pelican Landing is leased, the tenant shall have all use rights in the association amenities and common properties which would otherwise be available to the unit’s owner and that the unit owner, i.e the landlord, shall not have such use rights so long as the unit is leased. The unit owner shall, however, continue to have a right of access to his, her or its unit, but only for purposes of performing the duties of a landlord."
Upon notification that a property is leased the owner’s photo ID cards will be deactivated and use of all amenities will not be allowed by owner until lease is no longer in effect. Bar codes will also be deactivated and if owner desires entrance into the community for purposes of performing the duties of a landlord owner must use the guest lane and access will be granted by the privacy gate person on duty.
AMEND – ADD THE FOLLOWING PARAGRAPH
Not withstanding the above, a unit owner may continue to enjoy such use rights upon payment of a Dual Usage Fee to be due for the same period as the Tenant’s lease. The Dual Usage Fee is not divisible nor is it refundable. Said fee shall be paid monthly in advance to commence as of the first day of the first month of the Tenant’s lease and cease as of the last day of the month that the Tenant’s lease terminates. The monthly amount of the Dual Usage Fee is equal to one twelfth of PLCA’s current annual assessment less the annual charge for cable television, for the month when the Dual Usage Fee is due.
